Description

The situational rule for 2300-HD loop states “required when enrolling a new member or when adding, updating, removing coverage or auditing an existing member. If not required by this implementation guide do not send.” This suggests that when only updating member information using 2100B that sending 2300 is not required. This is illustrated this way in business scenario 3.5 (Change Subscriber Information).

Please confirm whether transmission of HD loop is required for change transactions such as 2100B where no coverage changes are included.

Response

The 2300 loop is “Required when enrolling a new member or when adding, updating, removing coverage or auditing an existing member. If not required by this implementation guide, do not send.” Only updating member information (demographics, etc) doesn’t trigger this situational rule, making the loop requirement “do not send”. Therefore, not only is the 2300 loop not required, but sending it would be contrary to the guide instructions.
