Based on the grey note "Use the value “2" in an employer-subscriber situation, such as Worker’s Compensation. In this case, the value “IL” would appear in NM101" associated with the 2100D NM102 value of '2' would be valid to allow a value of “QC” in NM101 when NM102 is = 2?

The NM101 ‘QC’ qualifier signifies the entity being identified is a patient. Since a patient is a person, the NM102 value of ‘2 – Non-person Entity’ is inappropriate when NM101=QC. As defined in the qualifier ‘2’ NM102 note, use of value ‘2’ only makes business sense when identifying a non-person entity as the insured, such as a Worker’s Compensation situation where the Insured is a company or employer of the patient.
