When BPR04 equals CHK or NON is it compliant when the payer populates BPR10 with the originating company identifier? Below is an example:

BPR*I*0*C*NON******1161105741******20060827~

Payer is stating that the HIPAA IG does not say that they are not allowed to populate when CHK or NON is used.

Response

The industry note dictates that BPR10 is the unique originating company identifier designating the company initiating the funds transfer. There are no additional notes further defining usage of this element; therefore, the standard note applies. Since neither CHK nore NON deal with the transfer of funds, this element is not used when BPR04 equals CHK or NON.
