Description

Payor is reporting 0000000000 in 04 when PER03 contains TE. We read as null and consider noncompliant. Payor states it is compliant. Which is correct?

This issue is explicitly addressed in guide 004010X091. Note 2 on the PER segment specifies the format for any telephone number carried in PER04. That format specifies not only the number of characters, but their meaning. Since "000" is not a valid area code, and "000" is not a valid exchange, sending "0000000000" in PER04 when PER03 contains "TE" is not compliant with the format instructions for a telephone number.
