Description

A payer is using hexadecimal characters (2 characters in length) in their 835 files for element and sub-element delimiters and segment terminators. Is this HIPAA-compliant?

We get a data element seperator of hex 1D, a subelement seperator of 1F and a segment terminator of 1E.

Response

This issues is explicitly addressed in guide 004010X091. Appendix A section A.1.2.5 identifies the Base Control Set and includes hex characters 1D, 1E and 1F. These are valid ASCII characters that can be used as delimiters.
