The 4010a1 835 Implementation Guide indicates that the value for the Reference Identification Qualifier (REF01) must be "EV".

Our business practices dictate that a better qualifier would be "TJ" from standard code list 128 as we will need to require that the the Reference Identifier be the Federal Tax Id.

Is this permitted?

This issue is explicitly addressed in guide 004010X091. Section 1.1.2 states "If adopted under HIPAA, the X12N 835 Health Care Claims Payment Advice transaction cannot be implemented except as described in this Implementation Guide."

Therefore, since the guide specifies the use of qualifier "EV" to identify the receiver REF segment in table 1, use of any other qualifier (like "TJ") is not permitted. However, this does not preclude you from putting the Federal Tax Id in the REF02 when using EV in REF01 as this is an agreed upon value between trading partners.
